The current nominations for LOTR appear to be under Uncategorized Fandoms as The Hobbit/The Lord of the Rings - All Media Types (I had to poke around before finding them but then went "duh, self, of course it's not anywhere else due to the way they're being combined", lol); if the chars you want aren't there, I suspect that would be where to nominate them.
